Casting aside for a moment the moral, ethical and political questions raised by a continuing campaign in Iraq/Afghanistan I don't believe for a moment that there isn't monetary value in this course of action. To the tune of a $100 billion though? It seems far fetched, but securing oil lines would be a long term strategy and the ROI would mirror that.
Having seen what New Orleans still looks like, one year on from Katrina, im inclined to think that Bush would be better served using the money fixing up his own house before he looks elsewhere.
