I haven't been on these types of forums in a while so surely I am missing something but why is it that I cannot upload a custom avatar or profile photo? I've tried gif and jpeg and made sure they were of acceptable size.

ok I'll keep checking for it.

I believe animated avatars are blocked so that may be it.
