I could say it wasn't meant to be a religion. But I can't because I doubt there was the concept of a religion back then.
In any case, I don't know what it is now. As I have said before, people's definition of a religion varies. The word used for Hinduism is 'Dharma'. It means duty. Fullstop. Go figure!
