I'd say that Campbell was talking about other autonomous cultures to which we are not a party and who have developed their culture and rituals due to a unique environment in which they live.
The people in the above article are part of our culture. Our culture has developed rules to protect children. These people are part of our culture as they enjoyed the infrastructure and security that our culture provided and supposedly took part in the governance through funding (via their taxes) of that government.
They are welcome to explore whatever religious avenues they want. This does not negate the cultural rules we have put in place to protect children.
At least that's how I'd reconcile the perceived problem.
