I think a Fascist Olygarchy is miles ahead as the best system of government, one that would actually work.
In answer to your questions:
1. Never, the world must always remain divided, even in the time of Alexander there were worlds not under his rule.
2. It's never going to happen but if it did, it would collapse so fast. If I had to choose I'd choose a Fascist Democracy, operating the world you'd have to have certain areas governed differently and best way would be to have the HIGH CLASS SELECTION vote on law changes, not the dirt poor of course.
3. Selective democracy, like back in Rome, not every single person should be allowed to vote.
4. It's always bad, you can never have one icon for an empire, which a world government would essentially be, obviously you
can but it hardly ever works out, one man ruling a nation might have some stability for some time but a world government monarch? No way in hell, racism would require only a non-human symbol and that symbol would never be agreed upon by everybody.
