I hope not. Government rules should be supported over the cultural background of a specific geographic place, a good rule on US may be a bad one on Germany and vice-versa. Since there's no Universal Truth or an Universal Culture we rather have those who understands a local culture to set the laws on such place, furthermore we can't set laws over people when that people can't understand them.

None of the above, Democracy is a bad form of state, unfortunately I don't know any one better at the time also.
But since Democracy can easily change into Dictatorship, which turns out to be even worse than Democracy, I would go for the system that can prevent more efficiently the absolute power to be achieved by somebody, but even so can't find much difference among those samples you gave on this subject.

As Skepticologist said, if it attracts tourists' money may be a good thing. Otherwise is a pathetic exhibition of power - I recall on Portugal back on the beginning of the XX Century the people was starved while the King keeps organizing the best parties and ceremonies on Europe.
