It seems to me that the biblical God actually does rule by fear.
"and it shall be, if thou do at all forget the Lord thy God, and walk after other gods, and serve them, and worship them, i testify against you this day that ye shall surely perish." Deut. 8:19
"be not wise in thine own eyes: fear the lord and depart from evil." prov. 3:7
"fear ye not me? saith the lord: will ye not tremble at my presence, which have placed the sand for the bound of the sea by a perpetual decree, that it cannot pass it." Jer. 5:23
"say unto God, how terrible art thou in thine works! through the greatness of thin power sall thine enemies submit themselves unto thee." psalm 66:3
"wherefore i was grieved with that generation, and said, they do always err in their heart; and they have not known my ways. so i swear in my wrath, they shall not enter into my rest." Heb. 3:10
"ye shall walk after the lord your God, and fear him, and keep his commandments, and obey his voice, and ye shall serve him, and cleave unto him." Deut. 13:4
